This book is written by Noel M. Novicio, published by Institute of Defence and Stratigic Studies, Singapore. The author is a young Filipino diplomat who began his carreer in the Department of Foreign Affairs of the Philippines in 2001 after topping the Foreign Services Officer's examination in 2000. Her received his Master of Science in Strategic Studies from the Institute of Defence and Strategic Studies, Nanyang Technological University in Singapore. He also holds a Bachelor of Arts in Communication (Journalism) and a Master of Arts in Asian Studies, both from the University of the Philippines. He is a former journalist, reported on Philippine Affairs, Southeast Asia, ASEAN and APEC for a Japanese television network for more than 10 years.
